Network Practices
Cumberland Connect is committed to maintaining an open and fair Internet environment. We do not unjustly or unreasonably discriminate against any lawful Internet content, applications, services, or non-harmful devices.
Our network management practices are designed to optimize performance, taking into account the specific network architecture and technology of our broadband Internet access services. Cumberland Connect’s primary objective is to provide all customers with a safe, secure, fast, reliable, and affordable broadband experience. We aim to ensure that our customers can fully enjoy the wide range of Internet activities available, such as social networking, video streaming, music, email, and videoconferencing.
Network Management Disclosures
Cumberland Connect employs network management practices that include congestion control and security protocol management. These practices are intended to maintain a high-quality user experience and generally have minimal impact on our customers. We utilize various tools and industry-standard techniques to ensure our network remains fast, secure, and reliable. The following is an overview of our network management practices:
Broadband Label Latency Determination: Advertised latency ranges on the broadband labels (15-35ms) are typical expected measurements from the subscriber location to popular Internet services. This includes traversal of the Cumberland Connect network and the other carrier interconnected networks that reach those Internet services. Latency for data that does not leave the Cumberland Connect network and does not traverse other carriers is typically much lower and can range from 3ms – 15ms.
Blocking: Cumberland Connect promotes a fair and open access Internet experience. However, to protect our subscribers and be good stewards of the greater Internet community, we do block certain Internet ports that are widely known to be involved in abuse, SPAM, or other malicious activities. For information about the ports that we are currently blocking please visit this link. Additional ports may be blocked in the future as new information becomes available.
Throttling: Cumberland Connect does not throttle, impair, or degrade lawful Internet traffic based on content, application, service, or the use of non-harmful devices. However, some habitual violators of the Digital Millennium Copyright Act (DMCA) may have their internet service throttled. Our network management practices remain reasonable and focus on ensuring consistent service quality for all customers.
Affiliated Prioritization: Cumberland Connect does not engage in prioritizing Internet traffic from any affiliates. We do not use traffic shaping, prioritization, or resource reservation techniques to benefit any affiliate and have no intentions to do so in the future.
Paid Prioritization: Cumberland Connect does not prioritize or favor any paid Internet traffic. We do not give preference to any websites, content, applications, services, or devices in exchange for compensation.
Congestion Management: Cumberland Connect continuously monitors aggregate network utilization across the system and uses this information to predict and proactively mitigate expected congestion. In the event of unplanned congestion, Cumberland Connect uses reasonable network management practices that treats all traffic equally and does not discriminate based on types of traffic.
For the Internet to work, all providers, including Cumberland Connect, must interconnect with other networks to deliver end to end connectivity to connect subscribers to the content they consume on the Internet. Cumberland Connect cannot control, nor is responsible for any delays, congestion, or network practices that occur on the Internet and other carrier networks.
Application Specific Behavior: Except as stated herein, Cumberland Connect allows usage of all lawful applications and does not currently engage in any application specific restrictions. Applications that violate our terms of service or are publicly known for Internet abuse may be subject to blocking in the future.
Device Attachment: Subscribers must use a Cumberland Connect provided Optical Network Termination (ONT) device for all standard fiber-based services. For best service and support, Cumberland Connect also provides an Internet router. Subscribers have the option to connect their own 3rd party router instead. Subscribers may also connect their own computers, game systems, televisions, tablets, phones, and other network-enabled devices to the router. Cumberland Connect is not responsible for performance, functionality or compatibility of any subscriber provided equipment to include Wi-Fi performance of 3rd party routers. Subscribers are responsible for securing their own equipment and ensuring the operation of said equipment does not impair or harm Cumberland Connect’s network or other subscribers.
Security: Cumberland Connect understands that security is an important aspect of operating an Internet connected network. Abuse complaints, detection of abusive or harmful Internet traffic, and other security concerns will be handled appropriately, including notification to subscribers and up to suspension of service until resolution has been achieved. DDOS traffic to or from an IP address may be blocked to protect the Cumberland Connect network and subscribers.
This approach ensures that all Cumberland Connect customers enjoy equal and unbiased access to the Internet.
